    I don't think the person was breaking into the router itself, but into the network. Just like how logging into a website is different to logging into the webserver that is hosting said website.

    Insurance doesn't give you protection from theft... Locked doors and laws relating to the ownership of property and restricted access to private property do that (when enforced by the police).

    Actually, the US has laws against funding terrorist organizations, and is moving to try to put Wikileaks on that list.
