When the USA can borrow money for negative interest, which is basically what is happening now, it should. We should use that money for investing in our nation and pay it back in better times.

Government is not a business, you don't want it to work like one. Otherwise you get what we have now. Like any big company we have people protecting fiefdoms and making sure they always use the whole budget. This damages companies and our government.
I would think the bigger issue would be that arm emulation on x86 is painfully slow. Once you have that working reasonably well no need to port anything, just run the whole android os in the emulator.
Multiple applications open at once cover the multicore need quite nicely. At this point the clock on both is in the good enough territory, for me it would be just price.
