They openly sell pirate/taiwanese imports of CDs and DVDs from Japan (and elsewhere)... rent copies of VHS tapes, etc. They even will have LAN parties and game competition in the store, to which they'll invite friends of staff... they'll play with the stock in the store, copy movies and games, etc.
I guess that makes sense if it's based on WinCE. But that sounds really retarded. You'd have to get apps and certificates signed by their private key before deploying.
the REASON the device is locked down is because they're going to market it to 100s of millions of people and that's one big fat cash cow for whoever gets to charge 10 cents for whatever gets bundled per delivered unit.
If they leave it unlocked, then they can't sell "upgrades" to the newly created captive market later (for when they've saved up the money).
For not much more money, you can get the exact same configuration without the BIOS/OS crypto-handshake. And that configuration would probably have a few extra nice things, like digital I/O pins on the mainboard, or an I2C bus, or something fun like that.

Oh, and they have more convienent packages, perfect for embedded systems and whatnot.
The PII doesn't have a market except for replacing existing parts in systems that were, at the time, cutting edge.
