If they have substance abuse problems, we should be helping them conquer those problems. Then they should start earning wages, and eventually become able to move out of the shelter on their own. I'm not interested in treating able people like wards of society. The mentally and physically disabled are a different matter, but the rest of the homeless must be put on a path toward independence.

When we 'pacified' them over the decades, we shifted their thinking and their sense of reason. So instead of saying "okay, here are the causes of the problem, let's fix them!" they are more concerned about who is to blame and are focusing on the fact that nuclear energy is an awesome and powerful source of energy which is also very dangerous.

Because we didn't let them have an army, they lost the ability to make decisions and solve problems? Seriously? What else are we going to blame the US for now?

If there is no goal, then there is no clear end, and the people will rightfully identify the proposition as a mere power grab-- and when rights are taken away, they are very difficult to get back.

A typical .22 LR cartridge, while low in stopping power, is designed to be lethal. Pepper spray is designed to not kill. Because sometimes products designed not to kill occasionally still do-- because nothing is certain in this world-- the term "less than lethal" was coined.

Mine actually came with one such app, but as I recall I only used it with really big downloads as I had to reboot into Win 3.1 to use it (it wouldn't work under OS/2 for some reason). What was weird is that for the short time I used IBM's internet service, their dialer seemed to do its own compression because I used it with that modem and got over 2 KB/s all the time.
