back then pentium 1 and pre-pentium 1 boards and cpus had a much higher gold content, but afterwards manufacturers cut back drastically on their use of valuable metals to cut costs.
these days, when most of what a recycler gets is p2 and p3-era machines, and busted monitors (not worth much of anything), they are not as valuable component-wise.
so no, most recyclers do not "churn a high profit" unless they are operating on a HUGE scale, most just get by ok, and do a LOT of work to just get by.

the problem is that the government thinks it's ok to tell a privately owned website that it MUST comply with these 508 requirements, which were initially designed for federal agencies.
for the government to require its own agencies, which are of, by, and for the people (at least in theory) to be accessible to all people is GOOD.
for the government to enforce the same requirement on a privately owned company is BAD.
if a seller is up-front about what he is going to charge for an item, there is nothing shady about it, not in the slightest.
the only time that it's shady is when a seller tries to hide the shipping & handling charges in fine print, or doesn't disclose it until after the auction - THAT's shady.
as far as "warning signs of higher risk" that you mention, yes, i would watch out for such signs too. this is not one of them.

One case was a woman also with Parkinsons. She suffered a period of amnesia and her voice came back for no apparent reason.

non-working and obsolete stuff gets seperated into components (plastics, steel (cases), circuit boards, wires, etc).
