1) There are a number of Linux distros out there that would make it so that every single day we could have 5 security updates between Microsoft, Apple, and name your flavor OS (god that sounds like a ice cream sunday)
2) The issue people have with Microsoft is the time it takes them to patch things that are known about in advance. For Apple its the piss in the mac users cereal because 5 of us stupidly think that OS X is invulnerable. So they become prime targets.
3) And lastly because generally people DONT like Microsoft's attitude, just like they dont like Apples too.

Much of those bill are not laws, mostly it is already spent money, ie money budgeted for something but not actually spent on it. The bills end up being the EXACT purpose that the money was budgeted for.
To put it in a simple company example. I have 10000 dollars budgeted for my technology spending. I need 4 new computers. I put in a request to use say 8000 dollars to pay for those computer.

Government would require loads of paperwork involving bids, and justifications, and studies and such to prevent you from just saying hey bud let me hook you up (and despite this yes it still happens, but at a much less frequent level) but in the end its all to spend money that technically was spent to begin with as it would not go back to the American people had it not been spent that year.

I would love for free and cheap solutions to present themselves, i think musical programs as well as most programs are overly expensive for what they are, but given the choice between a 600 dollar mac mini with garageband, or fiddling around in linux to get something to work, a lot of the type of people I know musicians to be are going to go with the former.

How else could you explain the major shitstorm that is happening right now in terms of the "Reading First" program, where it was found that the whole program was designed as a advertisement for Scholastic, who reaped millions out of the program requiring software from them that has yet to even be updated for OS X 4 YEARS after they promised support (similar to support they promised recently to Vista which also has issues)
Worse, data showed years before the program was put out, that it wouldnt have even worked to improve test scores like they claimed.
