You are also confusing the fact that off-shore winds blow pretty steady compared to on-land. IIRC, it will produce more more than 33% (which is the norm for most wind).

If we really wanted to tell China to play fair, then we would have had real tariffs on panels that are made out of solar cells from China. Doing 5% does not address the issues. No. I think that the right thing to do is to convert the coal to natural gas. There are multiple programs underway to do just that. In doing that, it simplifies delivery, and stops all of the pollution EXCEPT for CO2 and some side reactions (small amounts of NOx, etc).
When I trailer a boat, it knocks a couple of miles off the MPG. I would expect that by adding a generator on the outside like I suggest, that it would at most knock off a couple of MPGs. However, this is not meant for the average driving. If you need a car that needs to go past your battery range consistently, then you are better off with a regular gas/diesel car. However, most families in America have 2 cars. As such, one of them is ideal to convert to electric and then have available a unit like this to power the car, perhaps for a move, or a once or twice a year vacation.
They did learn. The reason why Japan went into WWII was because they imported large amounts of energy that was easily blockaded. So, they wanted to make certain that they would never again have to suffer such issues. Nukes, done right, is a moderately cheap form of energy. Of course, the 1st gen plants from the 60's are probably not the ideal systems.

Basically, most cars are driven local 95-99% of the time. But for the odd time that you are taking a vacation, you could either attach a trailer OR a pack on the back. The pack would simply plug into the frame and have a max weight of say 150 LB. From that point, the pack/trailer contains a motor/generator, a wave disc generator, a fuel cell, more batteries, or even ultra-capacitors. With this approach, it makes it possible to rent small trailer/packs for distance without having any special transmissions, etc.
While I like your thinking, you are wrong about the dams. These are dams that already exist. For example, I grew up on Wonder Lake, IL. The dam on it is about 25-30' tall. It is perfect for adding a couple of 100's up to a MW of power. And more importantly, it is CHEAP to do.

Here in western USA, we have a number of reservoirs that do not have hydroelectric on them. These will most likely be modifed in the future to have that. Some of these will generate 100's of MW or more. In addition, it is a certainty that Colorado WILL build one large reservoir in the west. The reason is that if we do not, we will see Californa, Nevada, and Az contine to steal our water. It is a case of use it or lose it. That large reservoir (most likely 2-forks) will produce something close to a gigawatt or more.
Seriously, there is a lot of evidence that the system is being gamed to simply keep the falling companies on top. Murdoch is just one. The labels are right up there as well. No doubt if we look, we will find the *IAA's are up to their own BS as well.
The dual stack SHOULD only exist for a year or two. After that, the ISPs then drops the dual and only presents IPv6 first to all businesses, and then in another 6 months to all clients. The issue is that we need to have 1-2 years to shake it out. And it will take that long for ppl to realize what changes they need to do.
To make all this happen, the large hosting services and major ISPs should come to agreement on this. This is more true for the major ISPs in markets where they compete. According to SpaceX, it has a life of 1 year. Once dragon or any other western craft is human rated, then stop the life boats.
