All of these nations want to put astronauts in space. They can not afford to build their own launch systems, let alone space stations in 10 years, let alone 4. As it is, SpaceX will be able to launch humans for 20 million / seat in 4 years, if we can stop idiots like Coffman, hatch, Hutchinson, Wolfe, Shelby, and nelson. Then add to that the fact that they spend more of their GDP on military than does even America and that was 5 years ago. Since that time, the American DOD budget has been steady or dropped, while China's has increased 5-10% EACH year.
