This sat measures CO2 in the atmosphere. This will give us a true measure of CO2 that is flowing in/out from a nation. That will make it possible for us to have true values to work with. That will almost certainly mean that many nations and even unexpected areas are going to show up as emitting far far more than what they expected. By doing a tax on ALL goods, we will see nations change quickly. The reason is because it is economically better to do that, then not.
The one issue is how to apply it. Many will argue for CO2 per capita. That is one of the WORST measures going. The reason is that nations will cheat in their reporting. In addition, it rewards nations that have not controlled their population. In addition, CO2 output is NOT correlated with populations. Far from it. I have argued that the fairest and sanest would be per sq km. The reason is that the size of land is fixed and can be seen from space. Likewise Ag is a major CO2 emitter. But probably the worst output is a correlation with economic output. Most of man's CO2 output is far more related to economics. As such, it makes sense to look at it in terms of CO2 per $ of GPD or CO2 per land rather than per capitia.

That means that these ppl were born in the 70s and 80's. What was imports like in China or even India back then? Most of it was NOT from the west. It was from local or even USSR. Now, how can you KNOW about prior art, unless you have seen it at least once? The other choice is to go through search engines, but that takes time to figure out variations on it. Well, if you have limited time and you have not seen it, then you have no choice but to not worry about it. That is obviously part of why the USPTO has told these engineers to not worry about it. HOWEVER, it is creating a NIGHTMARE for all of us. It is better to have a backlog of patents and have ppl screaming at CONgress for not doing their jobs, then to allow shady patents through. I do not blame the engineers. Nor was it racists in any fashion. What I maintain is that foreign raised engineers are NOT the right ppl CURRENTLY for USPTO when considering prior art. Oddly, in another 15-20 years, they will make better ones than Americans since we have gutted our manufacturing since 1981.
What is interesting, is that this is actually an opportunity for AI work. Google and USPTO are digitizing everything. By making it available, it should be possible for an AI engine to look at various designs and compare to previous patents. What is interesting about that, is that it would make a great X-prize.

My point is that many of the engineers that USPTO hire are foreign raised and have no real knowledge of prior art. At this time, the bulk of prior art remains in the west. Over the course of the next 30 years, is when we need to have foreign raised engineers. But at THIS time, the majority should be Westerners, or even more so, Americans.

When it had zero performance, it was others that pointed out how foolish he was. ANother set of employees had to convince him to stick with DOS and skip Xenix. Then gates ran around screaming that 640K was more than enough. The net we all know about. I mean it continues on and on and on. The man was NOT that bright. Geothermal is downright dangerous when used too much (read on geothermal depletion for example).
Uh, no. Just because you use up too much of the heat too quickly is NOT dangerous, just foolish. The reason is that you must wait for future use.
