How is poland 3rd world? This is the true dichotomy remember:

1st world: US/UK and allies during cold war.

2nd world: USSR/East Germany and allies during cold war.

3rd world: everyone unaligned (much of africa, etc.).

What happened is that small, poor countries didn't care about the cold war, so they were all listed as 3rd world countries. This led to the belief that 3rd world==poor country. That simply isn't true. Poland was part of the Warsaw (!) pact, and as such, was a 2nd world country. Obviously, the 1st, 2nd, 3rd world designation is now obsolete/historical. Any other system (including some which have a rogue "4th world" status) is simply revisionist and incorrect.

terrorism n : the systematic use of violence as a means to intimidate or coerce societies or governments Source: WordNet (R) 1.6, (C) 1997 Princeton University (odd that this definition seems to have 'evolved' a bit')

No one is saying Iraq should pay reparations in the traditional warfare sense of the word. Reparations are when the defeated country pays the winners for starting and/or losing the war. That is what happened with the Treaty of Versailles. That is not what is being proposed today. What is being proposed is a simple repayment of reconstruction funds from Iraqi oil profits, very similar to the proposal that was being touted by the administration before the war. The only difference is that the administration assumed that the Iraqi oil infrastructure would be immediately prepared to pump oil for profits, so we wouldn't have to loan/give any money. Now that it's going to take a little investment to get the oil flowing (using American companies suspiciously tied to the Vice President), the administration doesn't seem to care.

The NJ experience is vastly different from MA. What happened with the violations system is that a poor company was chosen, probably because of their low bid. This company actually went out of business during the contract, and the state had to bring in another firm (Parsons) to continue running the system. Parsons in turn decided that it was better to overhaul the system now, rather than attempt to continue forward with a broken system.

That's because this was made an issue when the system was first proposed. I know for EZ-Pass, they cannot write speeding tickets based on it. They know it can be done, but know it would be a PR and logistics disaster. NJ EZ-Pass has enough problems sending out just the routine no-tag/dead-tag violations. There was actually a whole month where they shut the system down because it was too error-prone. They also said that for many months, the system was only able to send out 10% of the violations that actually occured.
