I remember watching a program a while back which said that due to global warming huge russian rivers were dumping much more than the usual amount of fresh water in the North Atlantic.
The North Atlantic contains one end of the Gulf Stream where the warm water sinks down and flows back to the Gulf Of Mexico to be reheated. Apparently if the salinity of the water reduces by any more the warm water might not sink down and in effect turn off the Gulf Stream at which point we in the UK would be pretty f#cked.
How many other scientist agree with this idea though I am not sure.
To be fair the parishioners know what their donations are going towards and there are a lot of charitable religious organisations who do raise a lot of money for real good causes.
The best tool for a job depends on the particular job you want to do.
I can see how Dreamweavers Templates benefit you in the scenario you are describing - a situation where your editors need to see the whole page but can't be allowed to make changes to anything other than their particular area. I agree there is no direct OSS alternative to this ( which I am aware of at least ).
In your original scenario of a Local Government Intranet however I really do think a tailored CMS would be a better solution.
I can't really see any reason why your editors would need to take account of anything else on the page other than their own particular area. You can use your professional web designer to set the CMS up and design it and then hand out the editing tools to your staff and integrate them into their working routine, they don't need to know anything about HTML or web design and will be provided with tools to enable them to enter the information they are in charge of in a clear and informative manner.
The heart of a CMS is a database and there is no reason why you can't use no web based tools to update or create your content.
The last CMS I wrote for work I found it a lot easier to just write a front end using MS Access forms where I could produce a responsive WYSIWYG environment quite easily.
Taking things a bit further you can basically provide any kind of editing facility you like based on tools like Word or whatever.

For the same price as kitting your self or your team out with Dreamweaver I am sure you can hire someone to provide you with an effective CMS.

The only suggestion you do make as to why this might be so is that you have more guns and are more righteous than Isralies ( both of which are doubtful ) and immediately terrorist atrocities began you'd all be out in your pickups hunting down the terrorists. This doesn't seem to have worked in Israel where they use Apache helicopters rather than your out dated pickup so there's every chance your wonderful plan would be a complete failure in America too.
Another explanation as to why all those "thousands of illegal middle easterners" in your country have not kick started a massive terrorism epidemic is probably down to the fact they are normal people ( I would say like yourself but wont ) who probably have better things to do than stock up on guns and buy gun racks for their pickups.
America doesn't suffer from terrorism internally because it's a basically a democracy and every one is capable of working out their differences by debate. Terrorism arises when a sizable group of people are unable to have their voices heard or opinions considered and feel they have no recourse left but to fight for their beliefs which is really exactly what you are saying you would do in the face of something which was forced onto you ( the unlikely scenario of Israel type terrorism in the US ).

I think it would be more accurate to say that the U.S. taxpayer is funding the re-distribution of money from their own pockets to the pockets of the rich industrialists who have paid for their government.

Patents also work fairly well for tangible, physical things which need to be built or manufactured because then you have a very specific limitation on what is actually being patented and you can't pretend a patent on your new kind of vacuum cleaner also covers the design of jet engines. They don't work at all for software because you either end up patenting some basic mathematical equation or some nebulous concept which you take good care to define as loosely as possible, neither of those things should be patentable in my opinion.

You may have noticed that what often happens is that the very rich people who own large capitalist entities such as corporations like to pay themselves huge wages whilst outsourcing the jobs of the poor people to even poorer people elsewhere so they can pay them even less and thus make more money for themselves. Wine does run it - after a fashion. The last time I had a go it ran very very very slowly and some of the menu options didn't seem to work.
