There's a false comparison being made here... who says the Nokia engineer or the Xbox content maker being laid off has the same skills as the programmer they are wanting to hire?

Govt contracts are paid to work, not to deliver products. The more they "work", the more they get paid.
You see that on slashdot all the time. Every story about a cloud outage has a lot of "LOL!! kids and their cloud" comments moderated insightful.
It was amazing how fast the younger guys got jobs even though they had less skills than we did.
Is there an objective measure for that? Or is that your opinion? Maybe their skills were more relevant.
