There doesn't need to be a direct military threat. Money is just as powerful a weapon. The terrorists behind 911 were not stateless. They were all Saudi Arabians.
I call bullshit on this. I have worked with the people at AOL postmaster, and they are extremely clued folks, who actually know what they are speaking about.
SO you like the inline Challenge Response Authentication Protocol? Hint: What happens to you when everyone else starts using it? And what about those of us who simply will respond to every challenge sent in response to spam, but never in response to real email? How do you determine the real sender address of the email to whom you can send a challenge?
Because if you can't, then the only thing you are doing is spamming someone else. Cost shifting doesn't really work.
windows wins: * easier to control large number of machines in a corporate environment
Nah, Linux has those solutions as well. Doing it right takes the same or slightly more effort, but then you spend time doing other productive work instead of managing infrastructure.
Historical texts generally fail to mention that the British left India after WW II because the Indian armed forces rebelled. Gandhi merely took the credit.
I know. My home city has been bombed a few times (multiple synchronised attacks, from between 5 to 12 locations at a time) at various soft targets. The stock market, transporatation, railway stations,...
On the other hand, the response to all these was simply life as usual.
We are trying to control population growth as well. Just remember that economic growth, easily available medication and education lead to a reduction in the population growth rate. Oh, and families with more than 2 kids are rare, and those are mostly in the poorest segment of the population which survives on daily wage labour alone.
If we were to follow historical precedent, we would send over a few million people to the US with TB/smallpox infected blankets, and a few large armies to Europe to build an empire.
If the rate of change is too high, then far too many species humanity needs for its own survival will die. It's not about change, it's the rate of change which is the problem.
Minimum speeds when not specified are 0. If you have a minimum speed specified, you also get a SLA to go with it, and a much more expensive link.

There's the Chinese. And the house of Saud. And the random terrorist with money to buy fissile material.
Why wage war, when you can attack someone and get them to nuke your neighbour instead?
since none of my Windows machines are in a botnet,
That you know of.
This
Essentially you end up with a pure whitelisting solution. You might as well ask people to use a web form instead.
I don't originate challenges. You will either get a reject message from me, or your mail will be delivered.

Did anyone say he only sent one message to each address?
What *is* one computer today? A dual core? Dual CPU?

The laws of physics merely describe what we see. Nothing says that the next version of the universe needs the same parameters.
Think of it as evolution in action. If you want food, you need to order it via the mind interface. If you are too stupid, you die.

Dude, that was my webserver being hit by Slashdot.
1/3rd of IT professionals merely pretend to be real BOFHs. The rest are in your files, compromising your identity.

But why would the next attack be using _airplanes_? Way easier to explode a few cars in a shopping district. Or gas a metro line.
Actually, Unix. Not DOS. http://radar.oreilly.com/archives/2007/03/sfearthq uakes_o.html

I would rather that the pollution not happen in the first place.
Which is why you would actually be able to pump money into electric trains, running of nuclear power.

We need a per capita factor in there as well.
