the only way i could see us deflecting something (certainly not the size of texas) of small size would be to send a probe to intercept it years before it gets close to earth and apply steady thrust to it and just push it slightly off course.
similar in idea to swimming sideways to a current, you won't need as much force to push it to the side as you would bee to stop it.
