I may be missing something, but I think the current unconditional system is OK if other considerations are made. Works are copyrighted regardless of the will of the author, which seems OK. The only problem I see is with proof of ownership documents. I imagine someone falsely claiming that "I wrote this and authorized so-and-so to use it in his college thesis."
The only solution I see is that if the author WANTS to grant rights to any or all, he must prove ownership beforehand. Otherwise, it's more of a hinderance than a help.
The upside is that owners of works who have not explicity copyrighted their material still have rights.
Incidentally, the funniest "spoof" I've seen of the Matrix is the bastardization that resides on detonate.net.
Very funny but the humour is a bit nerdy so don't go pasting that link to all of your "normal" (read: not computer nerd) friends - they won't laugh. I know, I've tried. I got a lot of "Why is this one funny?" type questions.
Being that this do not call registry (technically) links e-mail addresses to phone numbers, I can almost believe your conspiracy theory, but I have a thought of my own:
If you look on the first page, it says if you register after October 1st, the telemarketers have 3 whole months to call you before you can lodge a complaint. This list sounds like a great deal for companies looking for new people to call, ironic as it may seem.
PTT is far from technically advanced. It's nothing more than wide-scale trunk radio. It's not even encrypted, which is a major reason why it takes conventional calls so muhc longer to connect. The transmissions are only encoded, and with a fairly standard encoding. You can by a trunk radio and actually listen to people's Nextel Radio calls, provided that they don't switch cells and therefore trunks.

Then again, it may just be bunk.
haha I clicked that and was hit with the following message:
SpyBot-S&D has blocked the download of "Avenue A, Inc."!
I know one has nothing to do with the other but still struck me as ironic.

It took 4 seasons of Farscape for them to realize that more and more people were watching the show. They couldn't have THAT now could they?

Will the memory dump take twice as long now? :(
