We've already seen the disastrous consequences of using two different systems with metric/English leading to the downing of the Mars surveyor. All our computers work with binary, so why not standardize on hexadecimal? SI can work with any radix, after all (use base units, and the kilogram).
Time is based on prime factors 2, 3, and 5. Decimal has 2 and 5. You cannot represent time fractions in decimal (just like we have so much problem representing decimal fractions in binary). Decimal time systems work and have been tried (see Napoleon), but inertia makes it hard to change.

So then you could distribute your emulator. It may still be infected with decimal literals, or decimal spread out through number outputs and documentation. But abolishment of copyright would be a good step.
