Large scale aquaponic industries should be promoted and developed, although that obviously use water, they make very efficient use of that water. Ban all private lawns, a bigger waste of water could not be imagined, schools and public parks should be the only places being watered. Invest in rain water tanks (not stupid bloody little barrels, http://tankworld.com.au/ actual rainwater tanks) to make the best use of what little rainfall you get. Nationalise all water resources to ensure equitable access and to minimise self serving waste. Put a tax on all private swimming pools, the bigger the pool the greater the tax. When you punch holes in computers system to enable spying, you have punched holes in the security of those system. When you use those tools against perceived enemies, you inevitably gives those tools to them and of course if you used that tool against pretend friends, those perceived enemies now have those tools to use against pretend friends. It is a criminal act that requires a custodial sentence. They often use criminal organisation in target countries to facilitate spying and work to protect those criminal organisations for future use. It is common to seek extortion material in target countries in order to use those assets to gain further access in secured systems, the crimes used as a basis of extortion not only go unreported, they are allowed to continue. Industrial and commercial espionage represent more and more of the activity, this to gain advantage and in reality are a direct attack of the economy of the targeted nation and impact all of it's citizens. Extortion extends into the political sphere to get corrupt politicians into enacting legislation that goes against the interests of it's citizens and for example where universal health care is the target to be replaced by dysfunctional for profit private health insurance, tens of thousands of citizens will suffer and die early.
So what should be done to foreign espionage agents when caught who have been actively involved in corruptive acts, life imprisonment seems very reasonable, together with major economic penalties, these penalties to be actively applied to corporations from the countries generating revenue in the target country, those corporations can then seek reimbursement from their criminal country. Want to wage economic and political ware through espionage than your economy and all of it's members should be made to suffer, it isn't a fucking game.
I think far more unlikely that the current Russian government would want to keep the current arrangement going and far more likely that the US government is desperate to keep it going. The question is whether the US congress and senate are stupid enough to cut of their export nose to spite their imperialist face, probably. In fact it seems pretty certain that the Russian government was expecting sanctions from the get go and rather than be paralysed by them, they have used them to full advantage to promote local industry. Rather than Russians being angry at their own government as a result of the faction, they have taken offence to the companies from the countries which have enacted sanctions and it will cost western corporations billions of dollars in marketing to undo that damage (money that will have to spend in Russia). Of course the US can instead export all that stuff to the Ukraine for billions of more debt, that debt is going to escalate to more than that country is worth is short order.
Likely they have caught Russia and China listening in but they know they did not create the holes in the first place (so unauthorised traffic going all over the place). So you can imagine how frustrated they are right now, made to look stupid and incompetent by a so called ally. So the whole passive aggressive reaction of claiming they have to scrap the entire system and start again because that ally refuses to come clean and tell them about all the holes they created and how they were created and how to remove them all.
So rather than scrapping the existing, it makes sense to create a new parallel internal only network and treat the existing one as external only infotainment and non-secure communications and of course to flood that existing network with bogus data (if it was just Russia, that whole passive aggressive stance would make no sense in the current diplomatic climate but it does make sense in terms of 'see what you did, that is your fault').

It is a fallacy to claim the majority reflect the control maintained by the minority. The majority generally do care but they can be fooled into self destructive actions by a minority. Psychopaths do not care if the whole species goes extinct as long as the ego of the psychopath is feed now, today. The problem is we have allowed psychopaths far too much leeway and they dominate in areas of governance, control and influence to the detriment of humanity and that reflects in the destructive behaviour of the various societies some worse than others dependent upon how dominant the psychopaths are.
