There already are two lines of track (S1 and S8) that go from Munich to the airport. However, currently the are used by regional lines that have lots of stop on the way. The 1 million proposal simply to have another train service on the same tracks, that doesn't have any intermediate stops, and possibly goes slightly faster.
Heck, civilians never even fly German flags! Oh, you missed the last soccer world cup? There you could see the strange spectacle of Germans who are not part of the government flying German flags. It sure was weird, although I don't think many took it as far as also singing the national anthem (which for most would involve first learning it anyway). However, I'm glad to say that after the world cup, Germany seems to have gone back to normal.

What affects it? Your karma, login frequency, post-to-lurk ratio, and of course metamoderation. I'm not so sure about these things. Karma I have no idea, mine hasn't changed for a while. However, for the rest: I log in about once a year, when the cookie expires. I sometimes don't make a single post for months, despite lurking quite a bit. I can't remember the last time I metamoderated, but it may well have been in 2006.
I still get mod points at least once every 2 weeks, sometimes every few days. I also don't take any particular care to find deserving posts to mod up, I just continue to read normally and mod posts I happen to come across. I rarely actually use all five mod-points before they expire.
But they only make a map of the "bad" sites, so that is the only hashes they could reverse. As most people probably don't spend much time on such sites, their privacy would still be improved.

You wouldn't have to patent before testing, just keep your information incredible secrete. Once the drug had been tested and found to work, the patent could be filed and the produced released. Every 20 turns, rings of the left hand lower nutrition on turn 4, rings of the right on turn 12. So, with two Rings of Slow Digestion, you can keep taking one off on the important turn and not use any food. Also, Potions of Fruit Juice raise nutrition, but don't count as food, so you can compensate for missed turns and the Amulet of Yendor.
Sure enough, franchise mode was so buggy that it was literally impossible to play more than a couple seasons of it (destroying the whole point of that mode). The developer forums were flush with complaints about numerous game-stopping bugs, several of which I personally encountered pretty quickly, but none of which were mentioned in any review I read.
To be fair to the reviewers, this is usually not because they can't be bothered to test the game properly, but because they test preview version, to make sure they have review ready by the time the game is in stores. They could of course still write about bugs, but usually most will get fixed for the final version, and the publishers might stop giving them advanced copies if they feel it leads to bad press.

Using BigDecimals is probably easiest.
