If StarOffice/OpenOffice documents already do this, don't they have prior art? Also, doesn't the DMCA actually allow reverse engineering for compatibility? In this case wouldn't it let OpenOffice do it anyway?

It's a licencing agreement. Read it. Nothing in it is illegal. To have the privilage to build onto Linux, you agree to let others build onto what you added.

You forget, there's more. They could also get an injunction so that the infringing material cannot continue to be distributed. Just because they pay a fine doesn't make it lawful to keep distributing something that isn't yours (yeah that goes for music too...)
