Just run a script not running in the webserver process which updates the fixed webpage and be done with it. Feel free to tell me how anyone would play around with that solution...

Or atleast let them share their journals/databases with each other, which they aren't allowed now unless you give them permission to. This just lead to that you may not get the money you have the right to if you don't know about it, or some people cheat and get more money when they should have (some year one guy got social welfare from lots of countys at the same time because they had no idea what each of them did and he asked for money from many of them.) and most importantly lots of paper work when you have to get papers from all of them to send to the others, probably makes them much less effecient aswell.

I like huge strategical advantages from building the correct units (see c&c generals zero hour for example), but I still like it if a supposedly bad unit can still win in the hands of a skilled player.
In wc3 I usually don't build all buildings, but then I mostly play RT. I focus on what I want and may eventuelly change units if I see one which fits the situation much better. So our bases will be different. But in a good RTS/game I guess people should counter things all the time, and/or maybe even have armies with a lot of different units and micro them well to get the biggest advantages from each of them. In such a game you will indeed want to have all buildings.
So yes, buildings should be easy to get and cheap so you can actually focus on which units you play with instead. If they aren't you may be screwed because you never scouted.
In wc3 getting an expansion can be quite risky, especially if you aren't human. In team games however I'd say it's well worth it because the extra income if you manage to get it will well balance out any disadvantages. (Also since I like to tech I have disposable incoming while upgrading anyway and can't use the money for anything else, and if I manage to get the exp I can get my more technically advanced units faster / in bigger numbers.)
To me it more sounds like you aren't very good at playing RTS games so you like to tower yourself and hope the computer can't kill your base until you have lots of resources and a huge army and he have spent most of his units attacking your towers and stuff so you can go attack him and win not by skill but with a superior army due to numbers.

So if the extract utility accept full path (I doubt it does) for filenames you could extract whatever files on top of whatever files, you could say bring up a disk image which say iTunes or whatever and someone who don't think that much may execute it, if it's possible to exploit itunes or quicktime thru weird data in the file which are played you could throw over a file which exploits that.
And so on, maybe not likely scenarios but whatever, I don't want thousand of files in my download folder to begin with, even if I won't execute them.
