    The treaty only addresses CO2 output not the Earth's ability to absorb CO2. It punishes countries like the US for producing CO2 but does not give the US credits for her forests and plains that absorb CO2. The US tried to get the treaty to cover those countries that are deforesting and give credits for countries with large forest. But the tree huggers put their anticapitalism in front of their environmentalism and refused to amend the treaty and so it was never ratified under Clinton or Bush.

    I attened UTD several years back when they were building the apartments. The apartments are owned by the University who leased the right to manage them to a 3rd party. This case boils down to voluntary contracts which restrict activities. The FCC is not involved in this case because this is not a governmental body trying to regulate the spectrum. Federal law does not trump anything here because federal law is the controlling law. One can voluntarily restrict yourself above and beyond any law. When you buy a house with deed restrictions that limit satillite dishes etc... that is exactly what you are doing. People sign voluntary restrictions all the time. As mentioned by others, you can leagally use the spectrum, but you will be punished outside the legal system by the school. The school can not criminally prosecute you for using the spectrum, mearly withold the priviledge of attending their university and their lease no doubt says they have to attend the university to live there. If there is a catch all phrase that allows arbitrary rules in either the lease they sign or the university admissions, and you can bet there is, then there is no probroblem here. They might be able to have some wiggle room due to the introduction of the rule after they signed what ever document is the enforcing instrument. However this objection will go away as soon as the students resign their lease or sign up for another semester with the new rule added.

    Hehe, The US military recognizes Windoze for what it is which is a memory leaking crash prone operating system not worthy of consideration for many mission critical system. The first Windoze OS weapons platform is being built buy BAE in England and will not be ready several years (2010 comes to mind). Should be fun to watch that train wreck. Almost all Navy software ran on UNIX, and probably still does.

    It was not too long ago that a fraternity initiation involving massive amounts of water drinking resulted in the death of a pledge. The problem is that when you overload the body with water the brain begins to swell. The medical term is Hyponatremia. Google it if you want.

    In the elevator business, UL and CSA certify hardware used in the elevator. Elevator inspectors do inspect the hardware and the behavior of the elevator and so in effect, test the software. But the most common problem is that a serviceman can change something the next time the elevator is serviced and the inspector won't be back for a year. Putting a wire back on the wrong terminal, leaving a jumper etc... can end up being a fatal mistake. Thankfully such incidences are extremely rare. Elevator guys make big bucks for a reason and they are far more likely to be involved in an accident than the regular users. Another problem is unanticipated circumstances. Elevators have hundreds of parameters that can be adjusted. They can be software, analog, or mechanical adjustments. Even the best testing procdures cannot forsee and test every circumstance.

    won't bother changing your mind. The fact is, we're running out of helium...fast. We are running out of known Helium reserves, we are not necessarily running out of Helium. During WWII the government decided it would be a good thing to have Helium for barrage blimps so they created a huge strategic reserve of Helium by purchasing the mineral rights for the Amarillo Mountains. Yep, theres a large mountain range buried under Amarillo Texas full of Helium that is the result of natural radiation. Reserves are also located in Oklahoma and Kansas. There has never been a huge demand for Helium, there is a privately owned production plant in Saskatchewan, Canada that had been producing the worlds needs until 1996 when the market became floodied with cheap Helium. In 1996 the government decided that maybe it was not a good idea to have a strategic reserve of Helium since blimps were rather outdated as far as warfare is concerned (now if we could just end the Mohair subsidy created to ensure wool for WWII uniforms).So the government privatized the reserve and no one has bothered looking for new reserves because the price is so cheap. Once the price gets high enough, someone might explore for more Helium. So it is not correct to say we are running out of Helium, just that we are running out of known reserves. similar predictions ware made for fossil fuels in the 70s and we still have lots of fossil fuel reserves because the pumped fuel is being replaced by new reserves.
