Energy requirements for launches are lower the closer to the equator you are. In the United States, the only place better than Florida would be Hawaii, and you can imagine how much of a pain that would be. This is also why ESA launches take place in French Guiana.
Irony, of course, being that that's exactly what MS did to Netscape. The only difference is that their "free" software is just bundled with the OS, whereas this looks to be open source. Escalation is fun!
While I'm here, I've been wondering: why does MS bother developing IE? Or WMP, for that matter? There are free, superior alternatives they could bundle with the OS. It'd make their consumers happier, and it'd save them resources. So why are they wasting their time and money dominating markets composed of free software, where they can't make a profit?
Well, the main reason we've gotten little scientific value from the ISS is the limited crew size. The reason for that is the limited escape vehicle capacity. They need a vehicle that hold half a dozen or more people. Um... don't we have three of those? If we're not gonna use the shuttles anyway, and will hopefully be replacing them, why don't we dock one at the ISS and use it as an escape vehicle?
I carry at least a couple feet of duct tape wrapped around a dowel rod that I cut to the appropriate length. Far more compact and convenient than what he's proposing, and very simple to rewrap from a full-sized roll. And besides, don't they already sell stuff like this at Wal-Mart? I coulda sworn I'd seen some overpriced short flat rolls of duct tape...

Oh, you're worrying too much. I'm sure the locals keep one eye on the sheep at all times.

Hey, who needs to propose a bill? It's already law that any technology that can be used for such purposes (i.e. Dublin) is illegal.
Not that that's stopped Congress before...
