Actually, it is called a "Time Base Corrector" or a "Frame Synchronizer"—the former stabalizing and rebuilding sync for every line, the latter doing such on a field-by-field or frame-by-frame basis. Both of these are used in production environments and would be apparently outlawed by this.
It also seems like it will ban many pieces of video production equipment—including Time Base Correctors, Frame Synchronizers, many digital video production recorders (with analog inputs), and the film scanners that are used by the MPAA members to edit and recapture their films for DVD distribution.
I wonder why MS doesn't just release a *usable* version of Windows for their game systems that can compete with 'modders'. I know many people who would rather buy some disc they can put in to run a 'standard' operating system than hack their box with a hacksaw.
Film. No, seriously, there are labs that will project your digital files onto slide film. Usually you can find them if you look for presentation preperation companies. They usually advertise this service for converting computerized (read: PowerPoint) presentations to slides for showing in venues that do not have video or (SX-/X-/S-)VGA projectors. Good film has proven that it lasts for a long time. Go check your 30 and 40 year old slides.
Many pieces of OCR software allow you to create a 'layout' for OCRing, that is, specify where images and textual data are. If your forms all follow the same layout, or you have just a few [relatively], you can set up these layouts and, in many pieces of software, reuse them. The only cavet is that you need to be sure that the forms are scanned the same way; if your forms have prepunched holes or markings in specific points on the edge, you can use animation software [like Bauhaus Software's Mirage] on a batch to 'pixel-track' the pages and align them based upon these marks, then export no-/low-loss TGAs, TIFFs, PNGs, or similar for OCRing.
Kodak Gold CD-Rs. Last I checked, they were only available in 650 MB, but I have some that I burnt 6 years ago that are just as good as the day they were burnt. They get scratched much more than my other cds, and still work much better.
