I have seen a variation of this question at least two times posted here. The unanymous answer is usually docbook and in this case is more relevennt, since the document is technical in nature.
good pick is DocBook: The Definitive Guide written by Norma Walsh (who chairs the Oasis DocBook Technical Committee) and published by O'Reilly that. Of course the book is also available in HTML, PDF and plain text.
Its not that expensive. You can get a decent hosting for 5 bucks a month just for POP3 mail. Or for 10 bucks with IMAP. I have just settled (after trying jumpline, vservers and others over the years) with dreamhost.com, just because of webmail and specially IMAP, which many hosts tend to avoid.
This is a personal opinion. Pick another host if you like, but pay for one. Much better than free.
If you dont need bells a whistles a 56k modem for more than 50+ bucks seems a bit pricey. There are plenty of linux "compatible" modems for less than 30 bucks.

That is expensive. Well, I was under the impression that cell phone rates were cheap in the US. I remember watching ads for "4000 minutes for 40 USD". Rates in Mexico are just crazy. You get 75 minutes for around 35 USD with no SMS. You need to pay 8 dollars more for that, plus 10 USD for 1MB of GPRS.

Amazon has it for $69.98, but to be honest I have been dissapointed by all this wifi thing. Nothing but problems in the 3 offices I visit regularly and 2 friends houses. Good old cables seem to do the thing just great.

The format of the documentation is also important. Give docbook a try if you haven't already. Concentrate on the content.
