I think that the CS program I'm in is a great foundation, as I have the freedom to take some interesting CS electives. Still, though, I think the best way to prepare yourself for after school is to augment your regular education with research positions, internships, or open source projects. This helps to make the course material fuller and maybe even applicable.
Given that all VoIP users (obviously) have internet access, why not avoid the regulation by just creating a website, 911.gov, that allows ALL internet users to communicate with 911 operators over an encrypted chat. This would even handle the somewhat unusual case that someone has internet access but not a phone.
Sure this might seem more inviting for pranksters, but is it really any more anonymous than VoIP?

The skits on Knowing is Half the Hassle scare me -- a lot. Does that make me a wuss?
The lack of binaries can be startling, I'll admit. But really it's not so hard to port binaries over (especially from RedHat) usign the rpm2targz scripts. I've ported many packages than I couldn't find as a.tgz from rpms with minimal directory changes.
just another opinion.oliver
Ethereal is great and all, but as far as Wireless goes it just doesn't cut it for me. Considering I use wireless almost exclusively for internet access, it's nice to have tools like Kismet, which displays information for all wireless networks in an area. Very handy tool for wireless administration and monitoring.
