that sounds like a very simple GUI change (for grouped layers) and could even be done reverse compatable with the existing format by appending a series of characters at the end of each layer name indicating which group it was in and whether or not it is visable

you don't require that all players on an RP server roleplay, you remove or limit metafeatures, such as replacing the automap with a manual map creation tool, and eliminate the common language, forcing players to learn languages to communicate with other races.

write a perl interpreter in C++, then have the perl program stored in a string within the source file. that way it is still in c++.
if you have fine control of encoding try cutting your framerate in half, as long as your sound quality is good even very bad video isn't distracting
