I wouldn't put it past a money strapped state in trying to add something like this. They would fail, but I bet they will try--especially in Taxachussetts where they tax just about everything except air, food, and clothing. I think they are working on taxing air though;). How the heck is this insightful? This is not insightful. This has nothing to do with the human body and more to do with what parents want their kids to see at what age. Some kids are fine with nudity, but others are not. All kids are different.
There is one aspect of this that people are not considering. If this takes off, this means the companies that use this can have a bunch of these and a lot less employees who know what they are talkign about--granted this is not always the case right now. To sum it up, this means less jobs for people--including management jobs which pay more than minimum wage. This can be done with a lot of other things too.
I thought newer fast food vending machines would take off before a software ATM was tried. Either way, this means less service jobs. So much for the so called service based economy!

It's about getting the same job done by a lower paid employee. There wouldn't be as much complaining and outcries if it the pay is the same, or more, than what American tech workers are/were paid. Then it would be a level playing field, and it would be about who is the better programmer. Unfortunately, it is not working like that at the moment.
These stories are really public relations spin on bad management choices from an American point of view. They are trying to paint a picture that offshoring of American jobs is a good thing, and they are trying to create a positive spin to use in preventing the jobs from leaving India as they are doing for cheaper pastures!
A lot of the offshoring companies had better watch out. They can, and probably will be, sued under the descrimination based on nation of origin law. Yes, it is a real law. It was passed by those who support programs like the H1-B visa progam.
Did anybody else notice a patern? 4 of the 6 New England states (Mass, NH, CT, RI) are in the top twelve states? I think Conniticut, Rhode Island, and New Hampshire should have been higher in the list. I don't think the list takes into account a key factor in New England states. People frequently work in one state and live in another. There is a lot high tech in Southern NH and Mass, but a lot of them are not hiring at the moment.
It surprised me that Vermont beat Texas in the list. That cannot be good for Texas.

Another case of duh. I observed this in High School in the late 1980s when my friends and I used to play various quarter games for money. It greatly increased my chances when spinning a quarter for money during lunch.
I also used it to increase my chances when playing same/different with another player. Each person spins a quarter, and both players stop their respective quarters wihtout letting the other see the results. The person can look at their own results, and one person guesses whether the quarters are they same or different. If the person guesses correctly, then they take the money. Otherwise, the other person takes the money. Other amounts of money oculd be bet, but only quarters were used to spin in the game. You can really gain a psychological advantage over a person when you win a few without looking at your results and winning each one!
Already done--atleast for bash. I don't know anything about xbill. I have run bash in various forms on my Windows boxes for a while. Currently, I am just using MSYS from the mingw project becuase I only use bash for configure scripts.
Not only that, but consider this idea. You have a hot date {ok you think you have a hot date since we are mostly geeks} and you use a mouth wash to insure you have great breath for any opportune times that might come up. The you try to start you car and it goes off as if you are drunk. Why? A lot of mouth washes can increase the reading of a breathe test to monitor alcohol levels. It actually increases. I don't see this bill as anything usefull. It's another exscuse for not enforcing existing laws!
