They investigate gangs of scammers, seize property obtained by scamming, and make arrests which lead to convictions and prison time.
I just don't really see what your issue is with this type of website. Just out of curiosity, how do you feel about a site like pervertedjustice.com ? They do something very similar in, some respects, to what those at the 419eater.com site do.

Could the RIAA (or anyone else) then pressure these companies as a pretext to obtain user info through this admin clause?

Their internet service drives me nuts.
Their tech support doesn't know how to fix their own friggin dhcp servers. I've had to spoof a different mac address on my router more than once to get on a friggin subnet which they actually routed. (And no tech support guys seem to figure this out even though I call them and tell them how to fix it. What a way to run a business.)

Yes, permits for speech are logically already in place for all practical purposes. I keep seeing on the news these "protest marches" for some cause or another. But basically, it seems to me like you clear your cause with the city, tell them the route you will be marching, don't interrupt traffic, etc. etc.

But you can't pick fights with the cops. They will almost always win. Odds are stacked against you.
I have a friend who wants to be a cop. She knows a bunch of them. She's going through the training. Every time I get pissed about something and insist on contacting internal affairs and the local papers about something and make a big fuss, she always talks me out of it. She always says "Why do you want to pick a fight with the cops?" "Becuase they did something wrong." I could say. But she doesn't mean "why" do I want to do this. She means, what do I expect to gain from this. Or more accurately, what do I expect will happen. Oh well.

But couldn't there be some other place (source C in my example above) which also has an atmosphere with such a "recipe".
