It sounds to me like the report is shit, the reporting by NYT is shit, and that the summary is shit.
That's like saying X crimes were committed using email, email is at fault. Y crimes were committed over the internet, the internet is at fault. Z crimes were commited over cell phones, clearly cell phones are at fault.
Makes me think of the "Rugged Individual Industrialist" archetype from such books as Ben Bova, Robert Heinlein, and Ayn Rand.

The gap between the very rich and everybody else in the US has been increasing since it became a country. Sure everyone has a chance to make it rich, through hard work and a hell of a lot of luck, but that's just it, your "chance" is probably less than winning the lottery. Most just scrape away a living and hopefully make it a littler easier for their children. The deck is so stacked in favor of those that already have money acquiring more of it and against those that don't. That's the ugly reality, that's the reason for the gap. Its also the reason for almost every revolution ever. The only thing that the US has going for it, is that there is so much money, that even the very poor are a lot better off than the poor in many countries. That said, the kind of growth and inequality cannot continue forever, and I think we are starting to see the cracks in the foundation the last couple of years. I think there may be some more major issues in the next 5-10.
Though to be fair, I think it is pretty common, particularly for the older generation (though I can no see younger generation which is hit with no jobs etc...), remembering or thinking about the previous golden times. However that is not to say they are not seeing the past through rose colour glasses. Nostalgia probably makes it seem better than it actually was.
Presumably this is to warn urban centers. So rural areas such as parks wouldn't be part of it.
What I mean, is if the center is too far away from an urban center, it won't be much of a threat but you may get some warning about it, while at the same time, the most damaging quake, that which happens in the middle of the urban center, you will get no warning whatsoever.
Which to me makes the system pretty useless, and at best something created to reassure the public that government is doing something about it.
Well from my limited understanding there is two problems with any such system.
1) You have no idea where the centre will be, thus you will have to create a large area of sensors in order to provide yourself with any warning.
2) The larger the distance you are away from the centre, the less devastating the quake will be (not including tsunami, that would be a separate warning system).
So, that means that the more warning you get, the less you need it. The less warning you get, the worse it will be. So as I see it your fscked anyway you look at it.
How else do cable companies take a cable made in China for 50 cents, then resell it to an Audiophile for 500$ dollars by saying it is platinum tipped, with gold contacts, shielded using ground unicorn horn, and baptized by the lord our savior baby Jesus.
A close second for actual cool, yet blow your freaking mind backwardness was the selling of computer motherboards to audiophiles that actually had VACUUM TUBES installed on the integrated audio portion of the board for "richer" and more "compelling" sound. So yeah, your actually using vacuum tube and integrated silicon circuits, transistors, etc... on the same board. Nice!

My computer has a state of the art dynamic temporal activity sensing program that will automatically lock my workstation! I can even set it for different amounts of time!
So if at ANY time I am not doing any activity on my computer, for a period of time, say 5 or 10 or even 15 minutes (Whatever I want!) say if I get up, or fall asleep or stare out the window too long, it will automatically and magically lock up my computer. Talk about safety! Amazing!
