A definition of propaganda is "information, ideas, or rumors deliberately spread widely to help or harm a person, group, movement, institution, nation, etc." (as provided by Dictionary.com). We need to take a critical look at the content and determine if it is true or false; not just dismiss the entire channel.
As to network access, I'm surprised that Internet access is so prevalent in military offices. There is actually very little need for Internet access; NIPR, SIPR, & others are the networks that are required. Yes, there are many sites that are harmless, but they are also distractions from the mission, just as personal telephone calls are.
If someone directs you to do something that is questionable, then you should send them an e-mail or hard copy memorandum requesting specific direction. You should also inform them of the legal and/or ethical rules that may apply. In short, ask for it in writing. You won't get that directive in a response; they will quickly change their mind.

I did a quick Google search and found that Ralph Yarrow is the CEO of ThinkAtomic, which is described as a "high-tech venture accelerator"; he is also involved in the CP80 Foundation, which is lobbying against Internet pornography. Coincidentally, this CP80 organization is proposing a "technological solution" as well as a "legislative solution". I suspect that the legislative solution they want is to mandate the use of ThinkAtomic's technological solution. It appears that he failed to become richer by using the judicial system, so he's moving to the more easily manipulated legislative system.
Actually, it's spelled "Zaunq"; he just Americanized it. I've discovered that he's actually part of a nefarious plot to drive everyone on slashdot insane with inane and error-filled articles.
Honestly, I did try Al Jazeera and Al Arabiya as well as Fox News, but I just couldn't stomach the ridiculous levels of pandering that those sources exhibit, which is why I can't take CNN seriously either. I try to read El Pais or ABC when in Spain, but my Spanish is not what it should be. Aside from the BBC's constant nagging about Africa and their obvious guilt about being English, I know I can get a measured (if not unbiased) view of the world.
I read the Economist and the Atlantic; they both show opposite sides of the coin without being smug or petulant.
I like to balance Pacifica and Fox News. One day, they may have a viewpoint or opinion in common, and I want to see that. Just kidding, I know better than that. Seriously, I use the BBC, Reuters, and Google News for general news sources and the Economist for "gravitas".
In my day, we'd spend the entire weekend setting up the pieces and arguing over the rules of "Fire in the East". We were lucky to have two turns completed before Sunday afternoon!
