Encryption is never unbreakable as you can always brute force the key. This is essentially the only way to do it nowadays as even the shorcuts and holes in PGP and the rest maybe speed up the time by 1% (if that). So what is left is to make sure that the information can not be bruteforced in a reasonable amount of time. We have that technology and capability.
As for DNA. Yes, identical twins and triplets and so on have identical DNA. As for using it for any form of security? That is a very bad idea. All someone would need would be a tissue or blood sample and they would be able to impersonate you. The movie Gataca already covered part of this. Essentially I could cut off you finger and use that to impersonate you in places. Biometrics and DNA are a nice idea, but hard to implement unless you have really good security around every single one of the readers and can garuntee that no one is pulling a fast one. Even then, it is proably possible to bypass by bribing a lazy guard.
If they're not terrorists, and have nothing to hide, why are they so worried about being tracked? If anything, if your passport is stolen, wouldn't you rather have the chip in there to track it?
Because terrorists/kidnappers can set up a remote reader to look specifically for people carrying this type or passport. Kidnapers can use it to find people from specific other contries that they think are richer than they are and ransom them off for big bucks. Terrorists can use it to find people from specific nationalities. Bin Laden said to kill all americans everywhere, not just americans in the US. This gives them a leg up in finding people carrying around their passports when overseas.
That said, if they go through with this, they definitely need to build in a faraday cage into the passport case.

(i'm 23 now for some context) I was looking at the cartoon section in erols/blockbuster one day for some anime (was 8 at the time or something like this). My mother was with me (her card) and saw a kid (about the same age) pull one off the shelf to rent. His mom took it and didn't give much glance thinking, it's a cartoon, it has to be clean. My mom noticed a bit more detail of hte box than she did and gave a polite warning about it. It was Hentai and the other mom thanked mine for the warning and put it back (and take a bit more notice in what her kid was trying to get).
At least in the example you give the people are doing something in exchange for the money. As opposed to wellfare and the like where large chunks of the people on it are given money for doing nothing.

Just a guess (from my own observations) but... The reason 80-90% of us fall into the middle is because most of us think we are in the middle and shape our views around that. As far as I can tell self perception leads people to believe that they are towards the middle and slightly one way or another instead of being way one way or another.
That said, it is possible for two people who are in exactly the middle to be polar opposites of each other due to what has come to be representative of both parties. High level example: Alvin agrees with half the Democrats ideals and half the Republican Ideals. Brian does too. Just so happens that the Republican ideals Alvin agrees with are not the same ones that Brian agrees with. Same for the Democrat half. See?

Can you tell me why anyone just getting a computer for the first time would want to or know how to use a Graphics Editor or offic suite? Some form of text editor program, e-mail and browser is all that is needed. If all they do is play games and surf for porn this whole thing will have failed.
Ditch kirk, have it take place at the same time as ST:TNG in the academy about recruits. Don't use any pre-existing main characters from other series unless they are having cameos. (I.E. McCoy [who's still alive] makes a visit to the academy).
Biometrics could possibly be worse for security and here is how. No matter what you request, some part of it must eventually go through a scanner. I'll take the Voice and Retinal you use since they are more or less at two different ends of the spectrum here. For voice, someone can tape record you and then play that back. Have you ever seen the movie "Sneakers"? They get around a voice pass phrase that way. For retinal, at some point your information is read by the scanner. All someone needs to do is intercept and copy that information to have you biometrics. You can only protect against this if you can watch all the terminals and make sure that no one is doing any cheating. Over the internet, you can't do this since every computer is a terminal and you can't watch them all.
The most secure method is going to remain passwords and passphrases for the forseable future.

As for all file sharing being illegal, point out to them that a webserver (such as the universities webserver) along with google does essentially the same thing.
If the telecom act of 96 was the one which required the local telcos to open up the networks to competing local companies, it may be partially responsible for our current problems. If that is the one I am thinking of, and as I understand it, if the companies had built an all fibre network the competitors would have had access to it at cost (the cost of maintaining it). Since installation costs would not be payed back anytime soon there would be little reason to install it in the first place. Same goes for having better DSL. Why do all the work when the law allows the competitors to undercut you using your own lines?
Regulation might have been able to work, but only if the local telcos were able to make a decent profit off of the fee charged to the competitors operating on the telcos lines. In that case they could become line providers and not service providers. As is, it's been pretty much a coup/scam by the indpendants. The telcos have no reason to upgrade if they can't make their money back.
I'm going to assume you have Domminion power like I do for this. (I'm in NVA) Just ask Domminion to get BPL into your area. It looks like BPL will have better capapbilities than wireless and your lines are already laid. That said, I envy your home where you can look out across the Shenandoah. Try IRC. My college started throtling BT to hell, but we tried IRC and they weren't blocking it. It is a possiblity to try.
