Fun Trick: Many times, you can use the URL telnet://some.host.foo and the browser will launch the telnet app for you. The second "evil" thing is to attempt to get a file that has an unknown mime-type. The browser will prompt you what to do, and you tell it to open with telnet.exe. These things can be disabled, must most places don't go that far.

They also put the System Policy Editor, Windows Batch Setup, and other such goodies the Win95/98 cd. They don't except a user to use them. They expect an admin to use them.

Check out QNX. It's intended for embedded/small memory systems. They fit networking, kernel, a gui, and a browser on a bootable 1.44 disk. I think you can download the disk image.
Is the reason that my keyboard can no longer be put up on its little leg-things. After the d*mn thing failing to install 5 times, I misclicked, it started to grind and refused to respond. My ESC key took quite a beating, as I was getting very, very ticked off.

My friend recivied a "Windows CE Development Kit" in the mail, but it (of course) only works with Visual C++. He used it as a cat toy.
You can go as high as OC192. And I belive the problem is not bandwidth, but overworked systems.
