I don't think it would fly. In much the same way charities are setup today, there is no central authority - yet good comes of it. It may not be the most efficient, but it's better than the alternatives - turning control over to a central authority (government for example).
OSS needs as little centralization as possible. And, funding is a non-issue - if people really need the feature, they'll find a way. If enough people want IrDR support, they'll post to usenet, search out other people - make the connection.
It has always been this way.
As to the possibility of losing money, all I can say is, welcome to the real world.
Since WHEN did we care what the version was? As soon as a new one comes out we update! You can tell what the average linux system uptime is by simply looking at when the last kernel patch was released...
This release is just for the normals to say "it's not development". The word "stable" has special meaning to biologists - dead.
Any organization that still uses gopher to disseminate information is incapable of making the DNS system any better.
Microsoft inventing ActiveDNS would get further than the UN trying to do DNS stuff. Leave it alone, fools! We already have a working system! and BAN intellectual property if you wanna be useful.

It would be nice to make a client that could do AIM, ICQ, dynamic DNS, etc. Put that in a 32x32 icon and stick it in wharf, and you got one kick-ass project.
