Since you're the only (IT) person, it might be a very good idea allocate budget $ and hire a firm that has the experience designing facilities. Aside from the fact you might miss a very important feature, you really should have the input from professionals that have experience along with the electrical/fire/security since it does not seem to be your expertise. The money spent at the design phase just might save you that much more down the line, especially since a small error could have major consequences.
Just my $.02
I've used VMWare and found that you might need to change some of the install options for Redhat (or Suse for that matter) to get them to install in VMWare. A few were ACPI=off, IDE=nodma and sometimes it was just a video option and the installs worked just fine.
Unfortunately, we live in a place where, even if you take blatent actions to defeat a form of service or security, you can still wind up with a lawsuit.
For example, a kid can cut through a chainlink fence at rail-road tracks, get amputated by the train that hits him, and the family can still sue the rail-road agency and win.
I was just trying to point out that some parents might think the service is more than what it is, just informational, as you have pointed out.
... another new invention, called the 'dimmer-switch', has been invented to help prevent eyes from being irritated by too much light. This follows on the footsteps of 'sun-glasses' which help in the outdoor environment where a dimmer-switch can not be used...

And what happens in those places where they block cell-phone signals? Let's feed that to the lawyers when something happens to the kid...
