No, Microsoft is still out to make a buck by stabbing anything in its way. That's how it started, that's how it grew, and that has been its very successful strategy. Why anyone would think that they would change what has worked very well for them is beyond me.
Wouldn't it be more cost effective for the State of Maine, and similar organizations to put half of the money that they put into Microsoft into building, by way of contractors, a shared, possibly open, solution on a less expensive platform over which they may have more control? This seems especially likely as I doubt that these organizations are actively competing against each other, at least not in a way where sharing an IT solution to be of negative impact to them.
There are only a few features that KDE/Gnome is adding that Windows has had for ages, and that's forgetting that KDE/Gnome are just DEs. There are a multitude of features that those DEs have that Windows does not. But people tend to ignore things that Window does not have.
I've heard conflicting stories about those (real) pirates. Some say they are protecting their waters that were being over fished by foreigners, CNN of course just says that they are after it for the money.
While this story seems to be purely speculation, if it is true, that's kinda disappointing. I would home Nintendo at least tries to be innovative, even if it means failing.
You noticed this too huh. I don't understand how so many slashdotters missed this. Even forgetting that a serious businesses shouldn't have their mail servers on their web servers, receiving email and serving http require bandwidth in opposite directions. Just nice down Postfix|Sendmail and let the boxes at it. I highly doubt that they are really receiving email at a fast enough volume. Worst case scenario, one admin needs to run to micro center, purchase a Terabyte NAS hard drive, plugin it in, remove the spam filters, etc that may be taking a great deal of CPU, and allow all the mail to collect on the ext hdd. That will give them some time to get another machine up to sort through the mail and deliver it properly.
I wouldn't have guesses that you could preemptively sue someone who could sue you. Makes me see Jack Thompson from a different light, maybe he was just having fun with the legal system.
When do you envision this theory, developers targeting Mono, coming into practice?

I meant port whatever apps are developed for the platform they choose. I'm pretty sure the State of Maine needs specific apps, not an entire OS.
It really doesn't even have to be Linux, however, if done well, it would probably get ported to Linux.

See, I don't mind being skeptical. What I don't understand is this blind of some countries, and unbridled skepticism of others.
