Visio is a very powerful application, well at least it has a lot of features. I am not aware of any fair clone of it in Linux. I suspect part of the reason is that there isn't enough demand yet, and partly because those who can don't want to create what could be considered to be quite a bloated application.
I think Konqueror often pretends to be other browsers. User agent switching is very obvious to do in Konqueror (last I checked) and often renders just as well as other browsers.

How about the Linux community as a whole? This seems to be a (possibly) more stable replica of Fedora, as Fedora has (as far as I know) the strictest FOSS packages guidelines of the popular Linux distros. How about they work more upstream?

I am pretty sure that KHTML has been merged/dropped and there is only WebKit in Konqueror now. But I am subject to correction on this.
