Totally agree. It's insane to "trust" any private business entity that can fail tomorrow with a technology that must be seen in terms of centuries and millennia. I'm talking about current nuke technology, not some hoped-for future technology that has potential but hasn't been deployed at scale anywhere.

There is an intermediate step you left out. The Russians gave the Ukrainian military some missile batteries, which then feel into the hands of ethnic Russian separatists in the Ukraine. It would be likely these separatists had been in the Ukrainian military and knew how to operate the missile battery. Badly.

Anything new is developed in cheap, eastern European countries like Ukraine or Slovenia. They fly analysts out to do the talk to customers part as well as develop the specs and work with the programmers. So it's a case of the entire function is outsourced, not just the programming. This is mainly so the analysts are linguistically compatible.
