It is strictly described by law and it comes down to two people signig a contract at the city hall in presence of witnesses. This results in certain rights and obligations. We also have liffing offcially together and living unofficially together. Each with rights and obligations different from the other. Other arrangements exist as well.
So it is pretty clear what it means by law. Now what it means by religion or whatever is up to you and/or your religion. You are free to follow that and many do.
Next to the official marriga at the city hall, many marry ALSO for the church or whatever way they seect. This is however noÃt binding by law and is more a cerimony. How serious you take that is up to you. For some this is more important than the legal one.
And yes, two men and two women can get married legally. But it is limited to two people and you can get only married once at the same time.

In Europe we would handle this with protest parties. e.g. Kabouter Partij (Gnome party) that will go for only one goal or a minimal amount of goals. They will see that certain things are not shoved under the table and handled. I understand that it is hard to grasp how this might work if they do not have the absolute majority, but in a multi party system this works (no, it is not perfect either).
With the multiparty what you hopefully get is that they don't do something because the others want it. In reality you get a differnce in wording for both parties, because they are basically the same. The differences are juste makeup.

Sounds like a marketing problem to me. If people get an address (even if it is wrong) they will come back for more as some will be correct. If they only show the city or zipcode, why should they come back? People are willing to pay for it, even if it is partly wrong and not pay for something that they can not use. To be fair, these are people who are running a database company but don't understand the basic concept of NULL values. And now their "fix" is to change the defaults to a more obvious wrong location.
Sounds like a marketing decision to me. Now they can say : "We have the coordinated of 99.9% of the IP addresses in the USofA" instead of "We have the coordinated of 35%." That way when somebody does a search and then gets an address, they will come back, even if the address was wrong. If they do not get an address, they will not come back the next time, because why would they? Or do you think that people who use it are keeping track of how many times the address is wrong?
