The charge of even a full capacitor will not approach the charge of rubbing one's socks against a rug and touching someone. Besides if the child truly is that destructive there are plenty of things in the home that can to far more harm, far easier.
Not to mention, Capacitors aren't exactly full of food-grade ingredients. What happens if they get damaged (box cutter anyone?)?

First of all RIP was introduced in 1993 and the patent was filed in 1994, I really doubt you can consider that WAY before.
Second I really don't see how RIP has anything to do with this as it doesn't even deal with "application objects" that the patent is about.
Due to the regulatory requirements typically power supplies are bought as a unit. It is likely they just assumed it would work and didn't do any tests on it. Not that that is a valid excuse or anything.

Firewire may not be the say all end all of high speed busses however it has one huge plus, most digital camcorders support it. Firewire would give this unit some use inside video production and would be DAMN useful.

The comment would also have to be not true to be considered libel. It seems some of the parents are involved with selling the pizza in question so if it indeed did happen they are likely to have witnessed the act.
