The answer to your question is quite easy. Take whatever your thesis is, and create high quality software tools to help you to that end. Work where you're (trying to be) an expert. If tools already exist, expand those tools in the direction of your thesis.

Sadly, this is true and one of the main reasons I'm afraid to move back to the US. The police are horribly corrupt. Cops can beat you, shoot you, steal your things, whatever. There is absolutely no recourse either, and the worst that can happen to a cop is for him/her to get paid leave.
I think people will settle for "1990s quality", because for most the resolution of the video stream isn't the most important metric. Heck, look up your favorite TV show/film on The Pirate Bay and see which one has the most seeds. I can guarantee you Google will PRINT money with this thing, because having access to interesting content is more valuable than high resolution.

Second that, moreso because the supporting toolset is so rich. Of course you have your basic text editor (yay vim), compiler, profiler, and debugger. Bash, sed, awk, and grep will let you efficiently edit/transform/search multiple text files. For anything else you could just write a quick perl script. Writing a network app? You have tcpdump. Image analysis and manipulation? Imagemagick. The list goes on and on.
