People are getting scammed everywhere, Ebay, usenet, classifieds, regular ads from what appear like legitimate businesses or at the street by someone with a "special price for you".
By making things easier for buyers and sellers, they've made it easier for scammers too.

$1000 is not much money if you're a serious (professional) user. Even if you're using it for non-profit work it's not a huge amount of money. The computer running it is probably more expensive.
I wouldn't be surprised if they sell US Xboxes and US Xbox games on these bases. I was at Ramstein AB in Februray and everything there is american. They use dollars, the police uses american police cars and so on. There are people there living on the base for years without ever walking outside the fence.

There is a similar device in the Game On Exhibition, at least they had one at Barbican and in Edinburgh.
