They accept government issue ID or a credit card number.
It can be done in person, online or over the phone.
We don't care about the device, just the celluar service.
The data is not collected by the government but the Australian Mobile Telecommunications Association (AMTA) which is and industry group with the members being our carriers, they also maintain the IMEI blacklist for phones reported stolen and all carriers subsribe to it, so a stolen phone can't be used on any Australian network

If our country was invaded by any hostile force, most Australainas would "volunteer" to defend the country, just like they did in WWI and WWII. Also our close friends and Neighbours NZ would most likely help out and the ANZACs spirt would come back in full force.

The CSIRO has a right to their patent, unlike NASA they can make money from their inventions, and hence are able to increase their budget without out the bill being footed by the TAX payer.
I can only say to to those unhappy about the patent, the US government agreed to the FTA (Unfortunately so did our governement against what many of us wanted) and hence US companies and individuals are now bound by the patent, which was pointed out previously has been around since 1993. If you don't like it, complain to your government and get the FTA rewritten.
And to that idiot who made some slightly homourous comment about invading out wonderful country, your troops woudln't know what hit them, Just look at the War games results, and the success rate of our troops.
It would be easier enough to get a "mathmatically" representative sample with very small number of people who have never used linux.
I have worked for or with Business that have setup Windows and Linux Networks also mixed enviroments, and for some of them it windows had a lower TCO (thats because they would have had to train too many staff to use Linux and that was awhile ago)
Other people find that a Linux network as a significantly lower TCO than Windows.
On the topic of training we have got people to sit down on a linux box (properly configured) with no prior linux exp, and they thought it was better than windows.

That wont even fit a quater of the data we deal with, Uncomressed video takes a LOT of space. We need 10 Terabyte discs
