It seems to me the design and/or planning of this mission were poorly thought out, it's obvious the comet has a rough surface, they knew there would be shadows. Why can't it back off and take another run at it?
Not only that but when I tried to implement Linux solutions at a local community college I was met with rage from the support sector "I don't want to learn Linux" to where's the support (it was there and it was cheap so no one could grasp it apparently) to "We have to teach the students what they will be using".

For the record, the community college went with a $40,000 dollar Windows program for their video/photo presentations instead of Gallery 2 for free.... Not one of the "doctorates" on the decision panel could grasp that "free" could be better than $40,000.. and yet it was, Gallery 2 at the time offered far more features and the devs agreed to support it for next to nothing.
Unless what he is actually saying is there's a scenario involving the regulations where they would not roll out fiber at all.
