They always make the claim they are against regional restrictions and exclusivity, but it seems all talk, they actually participate in the exact same licensing an exclusivity distribution deals with there own content. Basically they seem against regional restrictions only when it is not in their best profit interests. I say that as someone that likes Netflix and is a subscriber (though will disconnect as soon as my particular VPN provider stops working).

BUT this doesn't necessarily mean it must be good for consumers, telco's are businesses, they have to believe the business is commercially viable before they will offer a service. What they are claiming here is the net neutrality rules prevent it from being commercially viable. No commercial viability, no service, I would argue that is not good for consumers.
This seems to be a case of Facebook going one step too far (and they deserve to be hunted down for it), however current laws mean for the most part their fair share is SFA or Zero. tax laws need to change, lower corporate laws with harsher and stricter rules for moving assets offshore would help to fix this. It is far better to get 10% of billions than 30% of nothing.
