Developers choose the lowest level of GPL under which their code can be licensed, by bundling that license version with their program. They may, I believe, remove the "or any later version" clause and thus force the use of a particular version.
As the receiving entity, I think you get to choose whether to take the developer's shipped license or one of the later versions (unless the later clause has been deleted). Obviously if you receive code under the v2 license you cannot then redistribute it under the v1 license.
So the answer is either yes, no, or maybe depending on the circumstances.
My favourite books are those which do not specify the colour of anyone's skin, hair, eyes etc. That way I can form a mental image of what they are like without the author's prejudices being thrust upon me. Of course, this does allow me to impose my own prejudices on the world the author creates.
You can make the case that enyone who believes skin colour is important enough to make a fuss about is racist, although this is not a viewpoint I would universally apply because it makes it impossible for anyone to criticise perceived racism in others.
I think the best anti-racism stuff I've seen is series' like Red Dwarf in which all the characters are treated equally, and colour is implicitly a non-issue. Dave Chappelle's treatment of racism in the first episode of Chappelle's Show was also excellent.
I think this is a pretty good anme actually, as the effect is going to be much the same. Comparing a card with TurboCache to a regular one is like comparing a Golf GTi to a Ferrari 430. One is cheap and uses a turbo to give you the power, with some penalty in the form of lag, and the other gives you all the power you want.
The eServer zSeries Z900 has two fairly recent thinkpads inside it, to IPL the machine in the event that you need to restart it after a disaster. They run OS/2, because IBM did not consider Windows to be of sufficiently high quality.
I don't know what's in the newer zSeries (z990 T-Rex and friends), but I doubt the perceived quality of Windows has increased.

I'd like to see installshield burnt to the ground, the ground then sown with salt before finally digging the whole place up and throwing it into the sea.
What does Active Directory have to do with directory permissions? Bugger all. POSIX draft ACLs are better than the NTFS methods -- at least you can move a drive from one machine to another without the whole lot going kaboom.
I don't give a shit if anyone else uses linux, it works for me. Why should anyone who isn't making money from linux care about its market share?
I'm currently enjoying the daily show, which I acquire using bittorrent. Since I'm in the UK, I would never otherwise see it. I wouldn't buy DVDs even if they were available because by the time they came out the jokes would all be old.

Over the last year, I've been root on (and at least partially responsible for) 3 Solaris boxes, 4 AIX boxes, 2 (soon 4) HP-UX boxes, 4 Linux/intel boxes, 2 Linux/PPC boxes, and 1 Linux/390 box. I also have non-administrative accounts on OS/400 and z/OS machines.
So, right back at you: Have _you_ used all the others? Solaris causes _me_ the most problems because Sun will, at the curl of Larry Ellison's finger, dramatically alter the behaviour of their kernel with no regard for anyone else. Occasionally someone else will yell at them enough so that they change it back, then you get patch-tennis until they finally decide to make it an option.
Anyway, I must get back to redesigning this locking algorithm to cope with Solaris' bizarre idea of what sched_yield should do.

PS - I was slightly wrong. Getting the developers to use Solaris would also damage any other OS.
He goes to Durham University in the UK, and his comments fit in with what I saw when I was at Imperial College. Maybe it's a UK thing.
Maybe, though, it's a non-US thing. You have to remember that apple outside of the states is at best a sales and aupport franchise. Jobs and co don't care about europe, and consequently europe doesn't care about apple the way the states seem to.

The only damage solaris is going to do to any other OS is if you snap the CD in half and use the sharp edge to go on a killing spree among the target developers.
