Now put in a FTTH system, where people can get 10Mb fiber connections with a static IP for $15/month per residence or $40/month per business connection.
Businesses move in because land is cheap, and they can do business just as effectively as if they were in New York or Philadelphia. People move in because housing is cheap and they can telecommute to their jobs three days a week. The schools benefit from all kids and parents able to be online, allowing them to check progress through a school portal.

Besides, I think this is a stupid idea. What if something goes wrong? What if life support fails and ground control can't get it started again or wake the crew up?
And what if we include instruments that can be used in flight. Things that can collect solar wind or monitor the earth's magnetosphere? Give them some experiments to perform, that usually keeps scientists going for a while.
Don't think of it as VR, think of it as enhanced reality, or IR. Imagine a system that records your experiences, so that when you run into someone and you don't remember their name, it's overlayed on the scene so you can say "Hi Joe" instead of "Hi."
Or virtual tours that overlay pictures of old buildings onto the current landscape, so you can see how it's changed.
Or a system that shows what configuration two parts should be in or a manual for repairs.
Or even a lighted path back home overlayed on the street, for people with alzheimers.
I'm sure there are a few crazy people out there who want to hurt Americans no matter what we do, but the vast majority of Muslims are like you and me, just trying to live their lives. They see us interfering and get angry. That's where terrorist support comes from.
If we talked with the people of the Muslim world and addressed their concerns with the same priority we give to the Israelis or Europeans, the base of support for nuts like bin Laden would fall away, making them much less powerful and well-funded.
Also, but declaring 'war' on al Qaeda we have validated them as a political group. They're not. They're common thugs. Murders, thieves and drug dealers, the lot of them. Deal with them using law enforcement tactics, not military tactics. Arrest them and throw them in jail. It's not the 19th century anymore; frontier justice ("tall tree and a short rope") is something I had hoped we outgrew. Unfortunately, our president and about 45% of the population is still having too much fun playing cowboys to realize what they're doing wrong.

A progressive business tax for all businesses that have US operations would be great. Huge multinationals could be taxed heavily, while small businesses in key sectors might get away without taxation. If it's done the right way (with few loopholes), we could even *eliminate* personal income tax.
They're not playing fair. I don't have the money to rent an apartment in Bermuda so I don't have to pay as much in taxes. And if a corporation is a person (which they are, according to the law), then there isn't a level playing field between us; they get my money when I buy things, but I don't have any way to control them, and they don't provide any benefit to society.
