I was wondering about this last year. Michele Irwin, International Programs Administrator at the APS Office of International Affairs provided this information:
In 2006, the American Physical Society established a program that provides free on-line access to its journals for non-profit institutions located in eligible countries in Sub-Saharan Africa. This program is made available through the International Network for the Availability of Scientific Publications (INASP) Programme for the Enhancement of Research Information (PERI), http://www.inasp.info/peri/free.shtml. PERI provides researchers in developing and transitional countries with access to international, scholarly literature from a wide range of disciplines.
The APS began its participation in PERI by offering access to countries in Sub-Saharan Africa. Now that this pilot program has operated successfully for one year, the APS is in the process of expanding access to other developing regions.
The APS also supports the electronic Journals Delivery Service (eJDS), which is administered by the Abdus Salam International Centre for Theoretical Physics (ICTP), http://sdu.ictp.it/ep/ejds.html. This service is aimed at providing access to scientists at institutions in developing countries that do not have access to sufficient bandwidth, thus, making it impossible or too difficult to download material from the Internet. Through eJDS, scientists receive individual mathematics and physics journal articles via e-mail.
In addition to the programs above, the APS is also one of many publishers that are partners in the Iraqi Virtual Science Library (IVSL), https://www.ivsl.org/. Am I the only one wondering what Apple (formally Apple Computers) has up their sleeves? If I remember correctly, the main thing that kept them from being a music label was a contract with Apple (of Beatles fame). Now that the two have made up (see yesterday's/. story), what is to stop Jobs from making good on what he thinks should happen? Typical Steve style, too, with hype before the announcement.

I had a similar situation when my car got towed. The subdivision that towed my car was in violation of several towing rules. For example, if you tow someones car, you have to have signs that are of specified dimensions, or wait certian amount of time, etc, etc. Since I am a student also, $250 is a lot of money. So, I took it to small claims court and lost (they counter sued for $250 for "tresspassing", which surprised me). The judge basically said, I don't care. Sorry.
If you RTA mentioned you can see how hit and miss the small claims court system is. In my case, I wanted to have the experience of small claims court in case I needed it later. All in all, the other guy hired a lawyer and spent two hours in court, so I feel a little better about it.
I admitt that firefox showed some funny stuff, but it ended showing the secunia site but with the secunia url. What version are you running? I have version 1.5.01. Is the non-mac based firefox show this anomoly?

You could try the Arxiv (http://arxiv.org/). In some fields, authors post first on the arxiv before submitting to other peer review journals.
Also, you can read almost all the "current" issues without a subscription. It depends on the journal though. What discipline are you interested in?
