If the kernel would be GPLV3, and M$ would distribute it (by coupons or otherwise), the kernel would gain patent protection from M$ patents.
Why would anyone want to ban such deals like Novell/Microsoft when letting it is much more helpful.
Not like it counts whom they vote for, given those voting machines.
The winner will be the one whom the controllers or hackers of those machines wanted.
