Win2003 has some functionality somewhat like that...
Internet Explorer Enhanced Security Configuration... its under the add/remove windows components and its installed by default on Win2003... it is kinda a pain but when you head to a site it asks you if you want to add it to the 'acceptable' sites... might not be the perfect solution for this but it is a start

The MAC could not enumerate AppleShare volumes on NT servers... don't remember the exact problem but it was a bug on the Apple site... just remember the pro-MAC folks were slamming MS (on boards and with the company i supported our 8 MAC users (as opposed to 230 MS users)...
Microsoft actually issued the fix and surprised even me... (at the time i was going from a novell background to winnt)
once you find the pc that is causing the problem just shut off their network port on your switch... (high level of pissed offedness on the client end)
or...
move the hosts giving you the problem to a vlan that only has a read only share on a server with the needed av software.. (or get crazy and script out a nice webinterface to it)
users can download patches, av software, etc.. once they are patched, let them back on the vlan with access to the net...
novell just did not get the whole idea of running an application ON their server... i remember thinking this nlm crap is for the birds...

The Windows 2003 Server line is meant for just that.. Servers... XP is the client end.. the idea was for Win2003 Web, Win2003 AS Win2003 Enterprise Edition and Win2003 Datacenter to share code and just have differences in its ability.. similiar to RH AS, ES, WS and Desktop...
back in my day (long long ago) i managed to eek out nearly a decade playing professional baseball... (yeah, and most was spent in the minors) but the fact was that when a major league baseball player played a series in say New York or Seattle the city they played in were allowed to TAX you based on the number of days you spent in their town...
My problem was that I spent more time in the bush leagues than the major leagues and you had to convince the cities sending you their 'bill' as to your real time spent there...
was a total waste of EVERYONES time...

There used to be a few vendors with a ram page/swap file program... i remember it for NT4 and maybe even Win2000... those of you who dabbled in DOS remember the ramdisk program where you could take 1 or 2mb (ooooh) and map it to a drive letter in DOS... i remember doing this for a few apps just to see what it would do...
agreed... letting windows manage its pagefile is not the best bet... heck, by default it places the file on hte system partition... if you have a faster spindle move the file there...
also, setting to a static size on one contiguos place on the partition is like numero uno on any server setup list...
