Personally I use WindowBlinds to address the issue i windows 10. Currently my desktop almost looks like a win7 desktop, transparency included.

If you have local admin you can overwrite the group policies.
You run your script via the task scheduler on start, logon and whenever else you think they might try to push policies to your computer.
While it may not solve your main problem, it might at least make other things a bit more bearable.

I suspect most latency when using copper comes from error correction. You could try having your ISP lower/zero your interleave value..
That can shave off 10-20ms, but it requires that wires aren't crap..

Of the top of my head, I know of at least one place you can get it, and I'm certain there are many more. Umeå, in northern Sweden, it's reasonably easy to get 1 Gbps.
They upgraded from 100Mbps just recently.
While some things are legit, common sense UI issues, like the SF4 controller issue, most of it is latching onto conventions of the past for no other reason that they are conventions of the past. You really shouldn't need to edit the graphics settings more than like screen resolution and then "low, medium, high, ultra", at least in the game's interface. Maybe give people access to a plaintext config file if they want to do more, but there's no reason to expose more options than this through the user interface other than "PC gamers are used to it". Being "used to" something that makes for bad or confusing UI doesn't make it not a bad or confusing UI.
As long as DoF/Blur/View bob/Tripple buffering is permanently of, vsync on, FoV is locked to 110, and a few other details, I _may_ not complain to vocally...
I'd still like the option to decide whether to step back on AA,shadows or view distance on various things. There are likely a lot more settings like this I'd like to prioritize myself;) So I'd still complain:p
Point is, I disagree, because most of us have different preferences and prioritizations regarding settings.
I have dealt with conspiracy loons for decades. Their theories have no basis in reality with or without the photos.
We have photos of planes hitting buildings but some people think it was a controlled explosion, regardless of the solid scientific facts.
We have photo of men standing on the Moon, but people still make shit up to claim we didn't get there.
